Heathrow expansion update – COVID-19 Impacts

As a result of COVID-19 business impacts and the current legal process we are following with the expansion project we have suspended all property and compensation schemes at this time.

UPDATE: 27 February 2020

On 27 February 2020, the Court of Appeal provided its judgments on the judicial review claims against the Government’s decision to publish the Airports National Policy Statement (ANPS)– this is the policy which provides support for a new north-west runway at Heathrow. The Government was successful on all grounds, apart from one related to climate change. Which means that the ANPS is now suspended unless and until a review of it is undertaken by the Government. The judgment made clear that the Court did not decide that there will be no third runway at Heathrow, nor that a national policy supporting expansion is necessarily incompatible with the UK’s climate change commitments. However, the effect of the judgment was to suspend the ANPS unless and until a review of it is undertaken by the Government.

As you may be aware, Heathrow are appealing the Court of Appeal’s decision. Our appeal is due to be heard by the Supreme Court on 7 and 8 October 2020.

Responding to the impacts of COVID-19 is our priority right now. We do believe that once the benefits of air travel and connectivity have been restored in years to come, an expanded Heathrow will be required. This privately funded project will see billions of pounds pumped into the UK’s economy, stimulating sectors across the country and creating tens of thousands of new jobs. We remain committed to doing the right thing as a neighbour to the communities living closest to the airport.

While our work is focused on Coronavirus and planning for recovery, and while there is currently no enabling policy in place for the expansion of the airport, our expansion plans are on pause and we can confirm that we have no plans to submit an application for a Development Consent Order (DCO) at the end of 2020, as was previously planned.

Property Policies update

As part of our expansion proposals, we developed a set of discretionary property compensation schemes, including enhanced compensation for qualifying owners or occupiers of eligible properties affected by our proposals. The schemes were set out in our interim Property Policies, which explained our general approach to buying properties and land and set out the discretionary compensation offers available for eligible properties.

We would like to thank all those who submitted feedback on our Property Policies. Since the close of our Airport Expansion Consultation, we have reviewed the feedback and were considering further changes which could be required to the policies. However, as a result of the delay to our expansion proposals, the development and progress of our Properties Policies has been suspended at this time.

Interim Property Hardship Scheme

We have reviewed the operation of the Interim Property Hardship Scheme and in light of the Court of Appeal’s decision, we have suspended the operation of the Interim Property Hardship Scheme with effect from 27 February 2020, the Court of Appeal’s decision. We will continue to process any applications under the Interim Property Hardship Scheme which were properly made prior to 27 February 2020. Requests for applications made after 27 February 2020 have not been taken forward.

Home Purchase Bond Scheme update

In June 2019, we sent a Home Purchase Bond Contact Request Form to homeowners in the Compulsory Purchase Zone and invited feedback on when homeowners might prefer to sell their properties to Heathrow and relocate. We would like to thank those who took the time to complete a Home Purchase Bond Contact Request Form. We appreciate your feedback and will alert you if there is any change to the current status of plans being paused.
